The Zona Seca P.C. 1000 Drug Diversion Program is a five-month intensive psychoeducational model, of both education and therapy, targeted at drug abusers and potential drug abusers, as well as at-risk populations. Zona Seca specializes in providing P.C. 1000 services to the Spanish speaking population in "South County" (Southern Santa Barbara County) by employing professional bilingual, bicultural and biliterate staff.
Program Overview:
Penal Code § 1000 provides local courts with discretion in dealing with persons who are formally charged with first-time possession of drugs, and not yet gone to trial, and who are found suitable for treatment and rehabilitation. Diversion legislation generates a two-fold purpose: it offers the court authority to provide the experimental or potential drug user with education and counseling services in order to avoid the lasting stigma of a criminal conviction; and it reduces the unnecessary overburdening of an already taxed criminal justice system.
Program Requirements:
A minimum of 30 hours of treatment is provided for each client over a minimum twelve-week period. The program is comprised of a counseling component involving individual and group sessions, and an educational element that offers information about alcohol, drugs, and HIV/AIDS. Traditional twelve step meetings are also incorporated as part of the overall recovery endeavor, as is the use of random drug testing throughout the duration of program involvement. An hourly breakdown of program requirements must demonstrate:
Ten hours of individual counseling;
Ten hours of group counseling, informed by five hours of education related to abusable substances and chemical dependency, as well as information regarding HIV infection & AIDS, and tuberculosis as related to substance abuse;
Five hours of relapse prevention group counseling;
Random and periodic drug testing, by such agencies as the Department of Probation, but not by Zona Seca.
Staff Qualifications:
With a combination of education and experience that demonstrates the capacity for successful performance, the Zona Seca
Professional Treatment Staff
has above and beyond the required two years experience relative to alcohol and/or drug abuse treatment or prevention; as well as more than the 30-60 units of college credit in alcohol and drug counseling, or related one year experience in counseling or parallel field, mandated by State of California regulations.
